Police said a Summerhill man who repeatedly violated an order of protection was eventually convinced to cooperate with authorities when warned that a K-9 unit would be deployed.
In a Tuesday news release, the Cayuga County Sheriff's Office said deputies responded May 15 to a report that Justin D. Kellogg, 39, had violated a full stay-away order of protection by sending threatening text messages to the protected party.

Deputies tried to contact Kellogg, the sheriff's office said, but received no cooperation, so an arrest warrant for first-degree criminal contempt (a Class E felony) was applied for and granted.
The sheriff's office then responded to the same Summerhill residence three days later, it said, because Kellogg was still contacting the protected party via text message. Deputies attempting to contact Kellogg once again received no cooperation. An arrest warrant for second-degree criminal contempt (a misdemeanor) and aggravated family offense (a Class E felony), due to a prior conviction related to a domestic incident, was then applied for and granted.
On Saturday, July 12, the sheriff's office said it received a tip that Kellogg was at the residence of the protected party. Deputies searched the property, and located him in a garage. Kellogg was uncooperative at first, but was ultimately taken into custody without further incident after being warned of the deployment of K-9 Pitt.

The sheriff's office said Kellogg was charged on the two arrest warrants as well as additional counts of aggravated family offense and second-degree criminal contempt. He was taken to the Cayuga County Jail and held without bail, and scheduled to appear in Summerhill Town Court on Tuesday.
