A big reason why the proposed 2025 Cayuga County budget is described as "difficult" is the nearly two dozen positions that could be cut if the spending plan is approved by county legislators.Â
The potential job cuts would affect 13 county agencies, from the Department of Social Services to the sheriff's office. Overall, 23 positions — 19 full-time and four full-time — would be eliminated. A majority of the full-time positions are vacant.Â
Social Services
This is the department most affected by the proposed cuts. Five positions — two part-time caseworkers, one full-time senior caseworker, one full-time paralegal and one full-time resource consultant — would be eliminated. While the budget includes funding to add a part-time paralegal, the loss of the other positions is significant.Â

Highway
The county Highway Department could lose three positions — an automotive mechanic (diesel), general highway supervisor and senior account clerk. One position, a motor equipment operator (medium), will be added.Â
Mental Health
Two positions — a full-time billing clerk and full-time senior clerk — would be slashed from the county Mental Health Clinic.Â
Planning
In the county Department of Planning and Economic Development, the budget would cut funding for a part-time administrative assistant. The county Legislature's Ways and Means Committee recommended an additional cut: The elimination of a full-time planner.Â

DMV
The Department of Motor Vehicles would lose two cashiers if the budget is approved. Cayuga County Clerk Brian Scanlan, who oversees the DMV, expressed concern over the proposed cuts and how they would impact customer service.Â
Sheriff/Jail
A full-time detective would be cut from the sheriff's office, while the budget would eliminate funding for a full-time corporal in the county Jail. The sheriff oversees the jail.Â
Emergency Management
A full-time administrative officer would be eliminated from the county Emergency Management Office. However, the budget would add a part-time administrative officer and provides the option for the agency to add either a deputy coordinator or fire investigator.Â
Probation
The budget would cut funding for a full-time account clerk/typist in the county Probation Department.Â
County attorney
An attorney position within the county attorney's office will be eliminated. Lynn Marinelli, the county's budget director, explained this was a position that was added in the past, but it's being eliminated to right-size the office.Â
County clerk
Marinelli said it was decided earlier this year not to fill a senior clerk position within the county clerk's office. That is reflected in the 2025 budget proposal.Â
Buildings and grounds
A part-time building maintenance mechanic would be eliminated from buildings and grounds, which is within the county Department of Public Works.Â
Health Department
Funding would be slashed for a full-time public health assistant in the county Health Department.Â
Human Resources
More information about the exact position wasn't immediately available, but Cayuga County Legislature Chairwoman Aileen McNabb-Coleman said in her budget presentation that HR was one of the departments affected by position cuts.Â
